A senior officer of Marley's Public Security who works the wall above the sea, where captured Eldians are turned into Titans and dropped onto the shore. He talks his prisoners through the procedure as he goes, and clearly likes the part where they understand it.
He Fed Faye to the Dogs
After his partner takes seven-year-old Faye away from the river, Gross brings her to his sons' dogs and lets the animals tear her apart. Years later he tells Grisha why: people need cruelty to keep life interesting, and he wanted his boys to learn what hatred felt like. He leaves her body in a gutter and gives her family a story about an accident.
The List He Was Handed
Public Security does not have to find the Restorationists: the movement is reported to them from inside one of its own households, by Zeke. Gross makes the arrests with a roster in hand, and the boy who gave it to him is spared along with his grandparents.
The Wall Above the Sea
On the wall above the sea, Gross runs the sentence himself: the prisoners are injected one at a time and pushed down to the shore as Pure Titans. He has Dina transformed in front of her husband and keeps Grisha tied and conscious through it all. He calls the island a paradise and makes the one man left alive carry the sight of it.
Killed by the Owl
The last thing he does is beat a bound prisoner while a fellow officer watches. Then Eren Kruger transforms on the wall and kills every Public Security soldier standing on it, Gross among them — the informer network he ran had been reporting to its own target all along.
