Marley's military headquarters in the city, where the Warrior Unit is billeted, briefed and assessed. It is an ordinary army building doing an extraordinary thing: inside it, officers of a nation that despises Eldians sit down to decide which Eldian children will be handed the Titans next — and, since no one holds one for longer than thirteen years, exactly how much time the children currently carrying them have left.
