The Eldia Restorationists are the underground movement of Attack on Titan that meets in basements inside the fence and intends to give a confined people its empire back.
They are sincere, badly organised and infiltrated from early on, and the story treats all three as one fact. What they leave behind is not a restoration but a single man carrying their argument across the sea to a place that has never heard it.

Role in the story
What the Restorationists are
The Restorationists are a clandestine group of Eldians inside Marley's internment districts who believe their people's subjugation is reversible and are prepared to commit crimes to reverse it. Their programme is what the name says: the old empire, restored, with an heir of the true bloodline on a throne again.
They are not soldiers and they were never a threat in the military sense. They are teachers, doctors and shopkeepers who meet after hours, pass documents, cultivate a claimant and wait for a moment that the state has already decided will not come.
Why it failed
It failed for the reason movements like it usually fail: it recruited from a population the state was already inside. The cell's membership was known, its meetings were attended by people reporting on them, and its leadership was allowed to keep operating for exactly as long as it was useful to watch.
The deeper failure is in the programme itself. Restoring the empire would have meant handing the same weapon to a different set of hands, and the story is quietly clear that most of the group never examined what that would have cost anyone outside their own people.
Why it matters in the story
The Restorationists matter because of what survives them. The group is destroyed, but its argument is not: one member is put across the sea carrying it, and everything that happens inside the walls for the next two generations descends from that crossing.
They are also the story's first look at resistance as something other than heroism. Their cause is just, their grievance is real, their leadership is careless with other people's lives, and the state that hunts them is strengthened by their existence. The series will run that exact combination again, on the other side of the sea, with the reader's own favourites inside it.

A claimant and a marriage
The group's strategy rests on bloodline: an heir is produced and a marriage arranged, because a movement with no army needs a claim that other people will recognise. It is a plan that requires the world to care about legitimacy, and the world does not.
The room closes
The end is not a battle. The membership is rounded up on a rooftop by officials who already had every name, and the sentence handed down is the one designed to make an example of a whole population at once.
One of them was not caught
The contact who ran the cell from above it was never a Restorationist in the group's own sense, and what he does with its last surviving member turns a failed conspiracy into the origin of everything that follows.

- Marley — The state is the whole point of the group, and the group is never remotely equal to it.
- Public Security — The branch does not defeat the cell so much as manage it, keeping it alive while it is informative and closing it when it stops being so.
