Public Security is the branch of Attack on Titan's mainland state that polices the people it confines — not an army, but the officials who decide which of their neighbours has stopped being tolerable.
It works the way this kind of branch always works: on paperwork, on informants, and on the certainty that nobody it takes will be asked about afterwards. The story shows it doing its job in an ordinary voice, which is the most frightening thing about it.

What Public Security is
Public Security is Marley's internal security apparatus, and its assignment is the Eldian population: who is inside the fence, who left it, who they spoke to and what they said. It is a civil branch with a police rank structure, not a military one, and it operates on the ordinary machinery of a modern state — files, permits, interviews, informants.
Its real power is not the power to arrest. It is the power to reclassify. A resident of the district is tolerated for as long as the branch says so, and the branch does not have to explain the day it stops saying so.
How it actually works
The branch does very little of its own watching. It works the district through the district: a permit that can be withdrawn, a family that can be reclassified, a neighbour who would like to stop being suspected. Nearly every case the story shows begins with somebody inside the fence talking.
When it does move, the punishment is designed to be an example rather than a sentence. What it does to the people it takes is not hidden from the population; it is demonstrated to them, in a form that ensures nobody who hears about it will ever be able to unhear it.
Why it matters in the story
Public Security is where the story locates the actual violence of the mainland. The nation's soldiers fight a war a reader can argue about; the branch does something that admits of no argument at all, to people who have done nothing, in front of their families.
It is also the reason the story's most consequential character becomes who he is. One officer of this branch, following procedure with his state's full approval, produces the grief that crosses the sea and reaches the walls a generation later. The series is precise about that: what this took was not a monstrous exception but a job description.

The branch arrives in the record as a knock and a polite question, and leaves it having done the thing the story never lets the reader look away from. What happens to a child of the district is presented as procedure, and the officer responsible is not concealed.
Everyone in the room was an informant
The cell the branch spends years hunting turns out to have been penetrated from the beginning, and the arrest is not a raid but a room closing. What follows is the branch's preferred sentence: not death, but disappearance into the thing the state is most afraid of.
